What does this mean? Charges are dropped on the basis of seeking treatment?

    A quick google search seems to indicate yes, charges dropped based on seeking treatment; part of Canadian law.

    California has similar programs (Prop. 36 for first time drug offenders; other pretrial diversions), but they are uncommon (and not called curative discharges).
